Syria Executes First International Mastercard Payment After a Suspension Exceeding 15 Years

Mastercard and QNB Group announced the successful completion of the first purchase at a local Syrian store using an international Mastercard, following the completion of reconnecting Syria’s payment system to the global network. The step marks the transition of international card acceptance in Syria from infrastructure readiness to actual use.

The first electronic purchase using an international Mastercard was conducted in Syria after the acceptance of international card payments in the country had been suspended for more than 15 years. QNB Syria carried out the transaction in cooperation with Mastercard at a local store, following the completion of the technical procedures to reconnect Syria’s payment system to the global network.

The transaction was announced on August 27, 2026, in the presence and with the cooperation of the Central Bank of Syria, QNB Group, and Mastercard. The announcement does not concern the launch of a new card; rather, it demonstrates the success of the existing infrastructure in receiving an actual transaction using an international card within the Syrian market.

From Technical Readiness to Actual Use

The reconnection paved the way for accepting international digital payments in Syria, but completing a real purchase represents a different stage from merely preparing the systems. According to the participating parties, the transaction demonstrated the payment system’s ability to connect a local store to Mastercard’s global network, enabling transactions with international cards through the infrastructure that was prepared.

Mohammad Safwat Raslan, Governor of the Central Bank of Syria, said the step represents an achievement in modernizing the payments system, pointing to the role of cooperation between the public and private sectors in strengthening the secure acceptance of international payments and facilitating trade. Yousef Mahmoud Al-Ni’ma, QNB Group’s Group Chief Executive Officer and President of the Business Sector, also described the transaction as the transition of international card acceptance from infrastructure readiness to actual implementation.

Why Does This News Matter?

The transaction derives its importance from the fact that, according to the announcement, it opens the way for accepting international digital payments at Syrian stores. The potential impact includes consumers, companies, and financial institutions, as well as international visitors who use cards issued outside Syria. Making this type of payment available could also help connect local merchants to an international payment network, rather than limiting purchases to local or cash payment methods.

Adam Jones, Mastercard’s Regional President for the Western Arab Region, confirmed that the transaction represents an initial step toward expanding global payment solutions and increasing the acceptance of international cards in the Syrian market. Mastercard says it will continue working with the Central Bank of Syria, financial institutions, and other partners to develop digital payment solutions and increase their adoption in Syria.

What Does the Announcement Not Prove?

Despite the importance of the successful first transaction, the announcement provides no details on the number of stores or banks that now accept international cards, nor does it specify the scope of expansion or the timetable for rolling out the service. It also does not clarify the types of supported cards, transaction limits, fees, or operational restrictions. Therefore, the step demonstrates the success of an actual transaction and the feasibility of operating the connection, but it does not mean that international acceptance has become widely available in the Syrian market.
