Amazon Web Services (AWS) announced during the LEAP event in Riyadh that its first cloud infrastructure region in the Kingdom of Saudi Arabia is on schedule for launch in December 2026. The region will represent a planned investment exceeding $5.3 billion, equivalent to 19.88 billion Saudi riyals, and will expand AWS’s global network to 40 regions worldwide.
AWS first announced the project in March 2024. Once the region begins operating, developers, startups, enterprises, and government entities will be able to run applications and deliver services to users from data centers located inside Saudi Arabia, rather than relying on AWS regions outside the Kingdom.
Expanded Collaboration with HUMAIN
Alongside the cloud region project, AWS expanded its strategic collaboration with HUMAIN, a company owned by Saudi Arabia’s Public Investment Fund. Under the collaboration, the two companies will provide up to 50 megawatts of computing capacity in Saudi Arabia’s first artificial intelligence region by 2028.
This capacity will include AWS Trainium chips and NVIDIA’s latest artificial intelligence infrastructure to support AI model training and inference workloads. AWS also announced that HUMAIN’s ALLAM large Arabic language model will soon be available through Amazon Bedrock, enabling customers to access Arabic-language artificial intelligence capabilities through a managed generative AI platform.
HUMAIN Fabric, the data infrastructure and native AI platform component of the HUMAIN ONE generative operating system, will also become available through AWS Marketplace.
What Changes in Practice?
AWS says that all of its regions are designed to provide cloud sovereignty requirements, as part of its commitment to digital sovereignty. Having a local region means that customers in Saudi Arabia will have the option to host workloads and serve users from within the country, while benefiting from AWS cloud and artificial intelligence services such as Amazon Bedrock. However, the announcement does not specify when services will begin to become available gradually or provide details about operational capabilities and compliance for each sector.
The company said that Saudi organizations, including Abdul Latif Jameel, Almosafer, stc Group, and Red Bull Mobile, will run AI workloads on AWS. stc Group also signed a strategic collaboration to accelerate the adoption of cloud and artificial intelligence services, while ZainTECH entered into a multiyear agreement to help organizations adopt AWS solutions and strengthen their security and regulatory readiness.
Investment in Skills and Computing Capacity
The announcement is not limited to data centers. Through Amazon Academy, launched in collaboration with Saudi Arabia’s Ministry of Communications and Information Technology, AWS provides free training in cloud computing, artificial intelligence, logistics, and retail, with the goal of training more than 100,000 Saudi citizens for digital jobs.
AWS said it is also working with 11 higher-education institutions in the Kingdom and training up to 10,000 women for free through the AWS Saudi Arabia Women's Skills Initiative, in addition to establishing two innovation centers to provide technical guidance and training for startups and entrepreneurs.
