Docker Launches "Navigator" Program to Support AI Agent Governance and Security

As AI agents transition from laboratory experiments to actual production environments, complex technical challenges have emerged that go beyond mere model-building capabilities, raising fundamental questions about trust, security, and governance. In response to this shift, Docker has announced the launch of its new partner program named the "Navigator Partner Program", specifically designed to help partners bridge the gap between artificial intelligence capabilities and enterprise security requirements.

New Partnership Tiers

The new program relies on a three-tier structure that outlines the partner's journey and evolution in delivering artificial intelligence governance solutions:

  • Crew Level: The foundational level that includes registered partners who have completed onboarding and familiarization through the partner portal.
  • Explorer Level: Dedicated to qualified and certified partners who are actively selling and marketing AI governance solutions in collaboration with Docker.
  • Navigator Level: The highest strategic level, where partners work alongside Docker in joint account planning, developing reference infrastructures, and guiding customers through the complexities of the Agentic Era.

Incentives to Support AI Governance

To incentivize the adoption of governance standards, Docker has introduced a commercial model that rewards investment in building disciplined artificial intelligence practices. Among the most prominent benefits is the AI Governance Growth Incentive, which grants partners an additional 10 points on their standard discounts when registering and closing deals related to AI governance, spanning from the launch period until January 31, 2027.

Top-tier partners also receive benefits including dedicated success managers, deal registration protection, priority access to beta versions, and seats on the Partner Advisory Council.

Why This News Matters

This announcement represents a strategic shift in Docker's role; it is no longer just a container runtime platform, but is striving to be the "Trusted Layer" upon which AI agents operate. Amid the current fragmentation among model providers, cloud services, and monitoring tools, the need stands out for a runtime environment that provides isolation and software supply chain governance.

Practically speaking, this means that companies relying on AI agents that write code or independently execute tasks will find in Docker's program a framework ensuring these agents operate in isolated, secure environments, thereby reducing the risks of cyberattacks resulting from unpredictable agent behavior in production environments.
