OpenAI to Merge Usage Limits Between ChatGPT and Codex Amid Developer Concerns

OpenAI intends to merge usage limits and available tokens between ChatGPT conversations and the Codex development tool as part of its broader plans to unify chat products and intelligent agents into a single integrated experience.

The company confirmed via a recently published guide article that the changes will take effect starting next December, covering Plus, Pro, and Business subscribers. Under this new system, ChatGPT conversations and Codex tasks will rely on a shared token quota, where more demanding models and complex tasks consume a larger share of the credit, while the quick response feature dedicated to everyday questions will remain exempt from this merger.

What is changing practically for developers?

Until now, tools such as Codex, ChatGPT Work, the Excel tool, and workspace agents shared a single quota while standard ChatGPT conversations enjoyed independent limits. Starting in December, this separation will end as usages converge, meaning that intensive programming sessions via Codex will deduct from the balance allocated for ChatGPT conversations, and vice versa.

This direction has sparked a wave of widespread objections among subscribers on developer forums. Users urged the company to reverse the decision or ensure that usable capacity does not decrease, pointing out that merging resources with an increase in the number of tools consuming them does not necessarily translate to greater capacity, even with the recent multipliers the company applied to some plans.

Subscribers expressed deep concern over the lack of transparency regarding the total token pool size the company will provide, demanding a real-time dashboard displaying consumption details by product, model, and task before the changes are officially implemented.

On its part, OpenAI clarified that users will be able to track their remaining balance and reset times through ChatGPT settings, affirming that it expects most users not to experience frequent credit depletion compared to the current situation, without disclosing the exact figures for the new quota.
