U.S. President Donald Trump on Wednesday nominated Heidi Overton to serve as commissioner of the U.S. Food and Drug Administration (FDA), according to an announcement by Secretary of Health and Human Services Robert F. Kennedy Jr. in a post on X. If approved by the Senate, Overton will lead the agency after a period of turmoil and leadership changes.
Overton currently serves as deputy director of the White House Domestic Policy Council. She is a physician who completed her general surgery residency at Johns Hopkins University and also earned a doctorate in clinical investigation from the same university. She also holds professional certification in public health and general preventive medicine, according to her biography published on the website of the America First Policy Institute.
New leadership after Makary’s resignation
The nomination comes after Martin Makary resigned as FDA commissioner in May, following a period described by the original article as turbulent. Kyle Diamantas, who served as the FDA’s deputy commissioner for food, assumed temporary leadership of the agency.

But Abrams noted that Overton’s impact on biotechnology companies and the flexibility of new-drug reviews remains unclear, citing her lack of drug-regulatory experience and limited public statements on industry issues. In a note to clients, he wrote that she may rely heavily on guidance from the White House and Secretary of Health and Human Services Robert F. Kennedy Jr.
Overton’s background and positions
Overton joined the first Trump administration as a White House fellow after leaving her surgical residency track in 2019. After Trump lost the 2020 election, she joined the then-newly established America First Policy Institute, becoming its chief policy officer and director of the institute’s Center for a Healthy America.
Overton expressed clear opposition to abortion during her work at the institute and wrote opinion articles addressing issues including opioids and hospital price transparency. She also co-authored a political opinion article with former Louisiana Governor Bobby Jindal. Kennedy praised her role in advancing his “Make America Healthy Again” agenda, while The Atlantic reported that some of his supporters believed she had slowed his efforts while working on the Domestic Policy Council, whereas White House officials said she was acting cautiously to ensure that policies were implemented correctly.
Senate confirmation procedures will determine whether Overton moves from a political role inside the White House to leading a regulatory agency responsible for food, drugs, and medical devices. Her practical impact on drug reviews and pharmaceutical-industry policies therefore remains unresolved until the confirmation process and the new leadership’s priorities become clearer.
