The National Telecommunications Regulatory Authority Records Varying Improvements in Mobile Network Quality During the Second Quarter of 2026

Measurements by the National Telecommunications Regulatory Authority showed improvements in voice and data quality indicators for Vodafone, Orange, and e&, while the number of areas affected by voice quality issues increased for WE. The National Telecommunications Regulatory Authority Records Varying Improvements in Mobile Network Quality During the Second Quarter of 2026

The National Telecommunications Regulatory Authority’s National Center for Telecommunications Service Quality Monitoring issued a report on the results of mobile network measurements in Egypt during the second quarter of 2026, extending from April to June. The measurements included samples of voice calls and data transmission services, using field equipment and vehicles that covered 129,000 kilometers on main and secondary roads within cities and villages.

The report relied on indicators including call setup failures, dropped calls, the time required to establish a connection, and voice quality, in addition to data download and upload speeds, with download and upload speeds calculated for the lowest 10% of measurement samples.

Variation in Call Quality Results

The results showed an improvement in the average number of areas experiencing deviations in voice service quality indicators at three companies. For Vodafone, the number fell to 3 areas out of 119 areas tested, compared with 7 areas in the first quarter. Orange recorded 8 affected areas, compared with 10 areas in the previous quarter, while the number at e& declined to 5 areas, compared with 8 areas.

By contrast, the average number of affected areas at WE rose to 15 during the second quarter, compared with 10 areas in the first quarter. The report, in the published material, does not provide a separate breakdown for each voice indicator or a geographic distribution of the monitored areas.

Data: Improvement at Three Companies and Lower Speeds at Two

The average number of areas affected by data transmission quality indicators at Vodafone fell to 15 areas, compared with 16 areas in the first quarter, while the average download speed rose from 62 to 66 megabits per second.

Orange maintained an average of 4 affected areas in both the first and second quarters, but its average download speed declined from 53 to 49 megabits per second. At e&, the number of affected areas fell from two areas to one, while the download speed rose from 61 to 62 megabits per second.

The Authority recorded no areas affected by data transmission quality at WE during the second quarter, compared with two areas in the first quarter, despite a decline in the average download speed from 83 to 76 megabits per second.

What Is Changing in Practice?

The figures reflect non-uniform improvements among companies and indicators. Service availability may improve in certain areas while average speed declines, as in the case of WE, while Vodafone recorded an improvement in the number of affected areas and an increase in download speed. Therefore, the number of areas alone does not provide a complete picture of the user experience, as the report measures multiple aspects, including call success, continuity, and data speed.

Authority Measures to Improve Networks

The Authority announced the allocation of the first spectrum package to mobile service operators as part of the 2026–2030 Spectrum Strategy launched by the Ministry of Communications and Information Technology under the slogan “Spectrum Without Limits. For a Digital Future.” The allocation covered Vodafone Egypt during the first quarter of 2026, with frequencies allocated to Orange Egypt and e& Egypt during the third quarter of the year.

The Authority also completed measurements on coastal roads, major routes, and tourist villages along the North Coast, as well as in New Alamein and event venues, to verify coverage and enhance network readiness during the summer. It approved 799 new coverage stations during the second quarter, in a step it said aims to intensify coverage and improve quality indicators.

Number Portability Between Companies

The material also included a reminder of the procedures for transferring a mobile line to another company while retaining the number. The applicant must be the line’s owner and must present a valid national ID card for Egyptians or a valid passport for foreigners, with four months having elapsed since ownership of the line and any financial obligations on the mobile wallet, if any, having been settled.

The subscriber visits a sales outlet of the new company to sign the transfer request and receive an inactive SIM card and a stamped copy of the request. After the SIM is activated, a text message is sent confirming replacement of the old SIM, and the entire process is completed within 24 hours in accordance with the regulatory rules for number portability.
