Shaffra, a Gulf-based enterprise artificial intelligence startup, has expanded beyond the Gulf Cooperation Council countries for the first time by opening a regional headquarters in Azerbaijan, marking its entry into the Caspian region.
The company provides an AI-powered workforce platform for enterprises, enabling organizations to deploy autonomous AI teams to perform specific functions and tasks. Shaffra’s solutions in the Azerbaijani market include the AI Call Center, AI Sales Center, and AI Project Manager.
A Gateway to the Caspian Region
Shaffra intends to use Azerbaijan as a gateway for international expansion in the Caspian region, while continuing to develop AI-powered digital employees for customer service, sales, operations, human resources, and project management.
The move follows the company’s growth in Gulf markets, particularly the UAE and Saudi Arabia, where it said it worked with enterprises and governments to deploy autonomous AI teams supporting real functions within work environments. Shaffra said its platform helped enterprises and governments save well over 2 million working hours per month during 2025.
The company noted that Azerbaijan has 200 startups, while forecasting that the global agentic AI market will reach $93.20 billion by 2032. Shaffra is basing its expansion on funding exceeding $10 million, backed by stc, Omantel, and global technology-sector investors.
Three Solutions for Enterprise Operations
The AI Call Center solution operates as an autonomous AI employee that handles inbound and outbound customer interactions. It manages the customer journey from receiving an inquiry through ticket creation and follow-up, supporting communication via phone and WhatsApp, in addition to text messages, email, websites, and dashboards.
The AI Sales Center engages with prospective customers across multiple channels and supports sales teams from the first contact through conversion. Its functions include qualifying leads, booking meetings, automating follow-ups, and monitoring sales performance across WhatsApp, websites, email, phone, and social channels.
The AI Project Manager aims to help organizations coordinate workflows and deliver projects within existing operating environments. The AI-powered employee tracks work progress, communicates with stakeholders, identifies delivery risks, strengthens accountability, and integrates with project management and enterprise communications systems.
An Enterprise-Scalable Platform
The company’s Caspian office is powered by Shaffra’s AI-powered workforce platform and its Subconscious AI cognitive architecture, which the company says enables AI-powered employees to retain stronger memory, context, and operational understanding across enterprise workflows. The architecture allows organizations to design, deploy, govern, and coordinate autonomous AI teams, with clearer role definitions and greater continuity in operations.
Al Harith Al Attawi, CEO and co-founder of Shaffra, said that opening the headquarters in the Caspian region represents an important first step and reflects rising demand for autonomous AI teams outside the Gulf. He added that the company is focusing on markets capable of supporting AI deployment that is more efficient in its use of tokens and energy, reducing the costs of computing and execution as well as the overall economics of operating AI at scale.
Following Azerbaijan, Shaffra plans to continue its international expansion through additional partnerships in other countries in the Caspian region, while developing solutions for customer service, sales, operations, human resources, and project management.
